Meet the Board of Directors

STANCO has an all-volunteer board of directors. Our board members have backgrounds in engineering and surveying, social services, non-profit administration, law enforcement and city administration.   

  • Jose Borroel

    Jose Borroel

    Jose Borroel is a Modesto, CA native and dedicated professional with a strong background in community engagement, organizational development, and program management. Previously, he served as the Central Valley Program Manager for a California grant program focused on reducing greenhouse gases in disadvantaged communities.

    A graduate of California State University Stanislaus with a degree in Psychology, Jose currently serves as the President-elect of Modesto Metro Rotary. He is a Paul Harris Fellow and recipient of the California State Senate's Recognition Award.

  • Carlos González

    Carlos González

    Carlos is Director of Business Outreach for City Ministry Network in Modesto. Carlos relates “I believe I am on this earth to serve people, have been intentionally doing so since high school, and have been a licensed minister since 2006.

    My goal in life is to be a bridge between cultures, generations, ethnicities, and organizations because together we can accomplish a lot more than on our own.”  González has a Masters of Arts degree from Southeastern University.

  • Dave Cooperider

    Dave Cooperider

    David “Dave” Cooperider is a lifelong resident of Modesto.  He is a Davis High School graduate and attended Modesto Junior College.

    Cooperider enjoyed a distinguished career with the Modesto Police Department ultimately retiring as a Lieutenant after 28 years with the department.  Cooperider is a graduate of the FBI National Academy.

  • Karen McLaughlin

    Karen McLaughlin

    Karen McLaughlin is retired after having served as city manager for the City of Manteca. Karen joined the city in 1987 as an executive analyst and served in several management and executive positions before being named city manager in 2011.

    Karen remains active in retirement, serving on several non profit boards.  McLaughlin has a Bachelor of Arts degree from Humboldt State University.

  • Erlinda Casiano

    Erlinda Senior Program Manager for Stanislaus County Community Services Agency (CSA) and a member of CSA’s Executive Team.

    Erlinda has over 19 years of extensive professional leadership and project management experience in the field of social services, and has 30 years of County service.   Erlinda has a Bachelor of Arts in Business Administration degree from Miriam College.oes here

  • Dennis Wann

    Dennis Wann

    Dennis Wann is a local product, having been raised in Oakdale and now a long time resident of Modesto. Dennis is the Business Development Manager and leads the Dry Utility Design Department for O’Dell Engineering in Modesto.

    Wann is active in industry trade groups and associations and serves as a board member for an area nonprofit and a home building association.
